§ 15-230. Unloading zones.
(a)
Definitions. As used in this section, the following terms shall have the meaning indicated in this paragraph (a):
Alley entrance: A building that abuts on or has an entrance to a public alley, that provides access to a street or other thoroughfare for vehicles used in handling and loading and unloading merchandise.
Loading zone: A space in front of a business location to be used for the purpose of loading and unloading merchandise by the owner of the business adjacent thereto, and may be used by any carrier for the purpose of loading and unloading merchandise to be delivered or shipped from such location.
Space: An area of twenty-one (21) feet parallel to the curb or in the event that the spaces in an area where angle parking is permitted, the same shall be eleven (11) feet parallel to the curb.
(b)
City administrator to designate. The city administrator is hereby authorized to determine the location of passenger and freight curb loading zones and shall place and maintain appropriate signs indicating the same and stating the hours during which the provisions of this paragraph (b) of this section are applicable.
(c)
Restriction as to use. No vehicles other than those used in loading or unloading of merchandise and in the transportation thereof shall be parked in any loading zone.
(d)
Allocation; marking. Loading zones shall be allocated by the city administrator. The city administrator shall arrange for the marking of all loading zones provided for under this section.
(e)
Standing in passenger curb loading zones. No person shall stop, park a vehicle for any purpose or period of time other than for the expeditious loading or unloading of passengers in any place designated as a passenger curb loading zone during hours when the regulations applicable to such curb loading zones are effective, and then only for a period not to exceed three (3) minutes.
(f)
Standing in freight curb loading zone. No person shall stop, stand, or park a vehicle for any purpose or length of time other than for the expeditious unloading and delivery or pickup and loading of materials in any place marked as a freight curb loading zone during hours when the provisions applicable to such zones are in effect. In no case shall the stop for loading or unloading of materials exceed thirty (30) minutes.
