§ 18-32. Hearing on application.

The city administrator shall notify in writing the surface rights property owners adjacent to the proposed drilling site and location of such well not less than (5) five or more than fifteen (15) days prior to a hearing on an application for a permit required by this article. Such hearing will be held before the city administrator. At the conclusion of such hearing and after making such investigation as he may deem proper or necessary under the circumstances, the city administrator shall make his recommendation to the city council not more than five (5) days after such hearing has been completed, either recommending the issuance of such permit or recommending the denial thereof. Such recommendation shall be in writing and attached thereto the reasons for the same including any instruments or documents submitted to him at such hearing.
