It shall be the duty of every owner, agent, lessee, tenant, or occupant of any house,
building, flat, apartment, or tenement in the city, where persons reside, board or
lodge; where animal or vegetable food is prepared or served, or any private residence,
to provide for such house, building, flat, apartment or tenement, and at all times
to maintain in good order and repair, a garbage container or containers as herein
defined, for the deposit of garbage for collection by the department of sanitation
of the city.
