§ 20-56. Due dates, collection, etc.

  • (a)

    Application. This section shall apply to all rates and charges for water, sewer, and sanitation services provided by the city (herein called "services") as may be set from time to time by the city council.

    (b)

    Due dates. All charges for services shall be due on the tenth of the month.

    (c)

    Late charges, penalties and collection charges . Charges for services not paid on the due date shall incur a penalty of twenty (20) percent of the unpaid balance due for each service which is delinquent. Such late charges not be less than one dollar ($1.00) for each service for which payment is delinquent.

    (d)

    Suspension of service. Services may be suspended for nonpayment on the tenth day following the due date. All services may be suspended for nonpayment of any service bill.

    (e)

    Notices and hearing. No services shall be suspended until the fifth day following written notice of the earliest date such services will be terminated. Such written notice shall state:

    (1)

    The amount past due with respect to each service;

    (2)

    The amount of past due penalty for each service;

    (3)

    The total amount due, including all penalties, for all services;

    (4)

    That the customer will be afforded a hearing concerning any dispute as to the liability of the customer for payment for the services;

    (5)

    That the hearing will be before someone authorized to suspend the discontinuance of such services;

    (6)

    The method by which the customer may request such hearing;

    (7)

    That in addition to the penalties and collection charges, a reconnect or reinstatement charge may be made, and the amount of such charge.
