On submission of an application for a permit required by this article to the city
secretary, a fee shall also be submitted for the adequate administration, inspection,
regulation and enforcement of this article in an amount of seven dollars and fifty
cents ($7.50). In the event of a refusal of issuance of a permit, as provided in this
article, the seven dollar and fifty cents ($7.50) fee shall be refunded to the applicant.
Fees shall not be charged to any private or public utilities constructing facilities
by virtue of a franchise or a special permit issued by the city, but each utility
shall be required to obtain a permit under this article with no issuance fee. The
water department and the waste water department of the city shall also be required
to obtain a permit at no charge.
