§ 4-43. Dogs running at large.
No dog shall be permitted to run at large within the city. All dogs shall be confined on the premises owned or under the control of their owners at all times. After a dog has been impounded for three (3) separate offenses of running at large, shall be required to be spayed or neutered, in addition to all other requirements for being redeemed by the animal's owner, and, in addition to any other redemption fee, the owner shall reimburse the city all amounts that the city has paid or all amounts to be paid by the city to the other doctor of veterinary medicine for such operation.
