It is the purpose of the provisions of this article to provide a just, equitable,
and practicable method, to be cumulative with and in addition to any other remedy
available at law, whereby buildings or structures which are dilapidated, unsafe, dangerous,
unsanitary, or are a menace to the life, limb, health, moral, property, safety and
general welfare of the people of the city, or which tend to constitute a fire hazard,
may be required to be repaired, vacated, or demolished.
