§ 8-38. Triggering criteria for initiation and/or termination of drought response stages.

  • The city administrator, or his/her designee, shall monitor water supply and/or demand conditions and shall determine when conditions warrant initiation or each stage of the plan. Public notifications of the initiation or termination of drought response stages shall be by means of publication in the local weekly paper, publication in a daily, regional paper, televised announcements, or mailed notifications, as appropriate to the situation.

    The triggering criteria described below are based on the ability of the city to deliver treated water to the customers. Other than in cases of catastrophic failure or contamination of part or all of the system, the limiting factors are the capacity of the water treatment plant and the availability of water from the water source supply (Lake Arrowhead).

    Stage 1—Mild water shortage conditions.

    Requirements for initiation: Stage 1 of the plan shall be initiated when the water treatment plant is required to produce 1.20 MGD and/or the water source supply (Lake Arrowhead) falls below sixty (60) percent capacity.

    Stage 1: Voluntary water use restrictions:

    A)

    Water customers are requested to practice water conservation and to minimize or discontinue water use for non-essential purposes.

    B)

    Commercial water users shall be notified of the situation and requested to voluntarily reduce water consumption.

    Requirements for termination: Stage 1 of the plan may be rescinded when the water treatment plant is not required to produce 1.20 MGD and/or the water source supply (Lake Arrowhead) rises above sixty (60) percent capacity.

    Stage 2—Moderate water shortage conditions.

    Requirements for initiation: Stage 2 of the plan shall be initiated when the water treatment plant is required to produce 1.30 MGD and/or the water source supply (Lake Arrowhead) falls below fifty (50) percent capacity.

    Stage 2: Water use restrictions: All requirements of Stage 1 shall remain in effect during Stage 2. Under threat of penalty for violation, the following water use restrictions shall apply to all persons: The outdoor irrigation of any and all areas with city water by the use of hose-end sprinklers, automatic sprinkler systems, soaker hoses, or drip irrigation shall be limited as follows in Stage 2:

    A)

    Residences with an odd numbered address may only water on odd numbered days.

    B)

    Residences with an even numbered address may only water on even numbered days.

    C)

    All outdoor irrigation by any of the methods mentioned above may occur only between the hours of 12:00 midnight to 10:00 a.m. and 6:00 p.m. to 12:00 midnight on the designated outdoor water use days.

    Requirements for termination: Stage 2 of the plan may be rescinded when the water treatment plant is not required to produce 1.30 MGD and/or the water source supply (Lake Arrowhead) rises above fifty (50) percent capacity. Upon termination of Stage 2, Stage 1 becomes operative.

    Stage 3—Severe water shortage conditions:

    Requirements for initiation: Stage 3 of the plan shall be initiated when the water treatment plant is required to produce 1.35 MGD and/or the water source supply (Lake Arrowhead) falls below forty (40) percent capacity.

    Stage 3: Water Use Restrictions: Under threat of penalty for violation, the following water use restrictions shall apply to all persons:

    The outdoor irrigation of any and all areas with city water by the use of hose-end sprinklers, automatic sprinkler systems, soaker hoses, or drip irrigation shall be limited as follows in Stage 3:

    A)

    Residences with an odd numbered address may only water on the following days of the week: Tuesday and Saturday.

    B)

    Residences with an even numbered address may only water on the following days of the week: Monday and Friday.

    C)

    All outdoor irrigation by any of the methods mentioned above may occur only between the hours of 12:00 midnight to 10:00 a.m. and 6:00 p.m. to 12:00 midnight on the designated outdoor water use days.

    D)

    The washing of automobiles, trucks, trailers, boats, airplanes, or other types of mobile equipment may occur only on the designated outdoor water use days between the hours of 12:00 midnight to 10:00 a.m. and 6:00 p.m. to 12:00 midnight. The washing, when allowed, must be done with a hand-held bucket or a hand-held hose equipped with a positive shutoff nozzle for quick rinses. However, this restriction does not apply to the washing of vehicles or mobile equipment when conducted on the immediate premises of a commercial car wash or a commercial service station. Furthermore, this restriction does not apply to the washing of vehicles or mobile equipment (such as garbage trucks and/or vehicles used to transport food and perishables) when the washing is necessary on a more regular and frequent basis in order to protect the health, safety, and welfare of the public. Charity and/or fundraiser car washes are prohibited.

    E)

    Use of water to fill, refill, or add to any indoor or outdoor swimming, wading, or Jacuzzi type pool may occur only on the designated outdoor water use days between the hours of 12:00 midnight to 10:00 a.m. and 6:00 p.m. to 12:00 midnight.

    F)

    Outdoor irrigation by hand-held hoses or hand-held buckets is permitted anytime.

    Requirements for termination: Stage 3 of the plan may be rescinded when the water treatment plant is not required to produce 1.35 MGD and/or the water source supply (Lake Arrowhead) rises above forty (40) percent capacity. Upon termination of Stage 3, Stage 2 becomes operative.

    Stage 4—Critical water shortage conditions.

    Requirements for initiation: Stage 4 of the plan shall be initiated when the water treatment plant is required to produce 1.38 MGD and/or the water source supply (Lake Arrowhead) falls below thirty (30) percent capacity.

    Stage 4: Water use restrictions: Under threat of penalty for violation, the following water use restrictions shall apply to all persons:

    A)

    The outdoor irrigation of any and all areas with city water by the use of hose-end sprinklers, automatic sprinkler systems, soaker hoses, or drip irrigation is prohibited at all times.

    B)

    The outdoor irrigation of any and all areas with city water by the use of hand-held hoses or hand-held buckets shall be limited to the designated days and times as set forth in Stage 3.

    C)

    Use of city water to wash any vehicle or mobile equipment is prohibited at all times.

    D)

    The filling, refilling, or adding of city water to privately owned swimming, wading, or Jacuzzi-type pools is prohibited at all times.

    E)

    The use of city water for washing sidewalks, driveways, parking areas, streets, tennis courts, patios, or other paved areas is prohibited - except to alleviate immediate health or fire hazards.

    F)

    The washing of dwellings, office buildings, business and/or industrial equipment or machinery, and the use of city water for the operation of any ornamental water fountains or similar structures is prohibited at all times.

    G)

    Knowingly permitting the escape of city water through defective plumbing is prohibited at all times.

    Requirements for termination: Stage 4 of the plan may be rescinded when the water treatment plant is not required to produce 1.38 MGD and/or the water source supply (Lake Arrowhead) rises above thirty (30) percent capacity. Upon termination of Stage 4, Stage 3 becomes operative.

    Stage 5—Emergency Water Shortage Conditions.

    Requirements for initiation: Stage 5 of the plan shall be initiated when the water supply source (Lake Arrowhead) falls below twenty-five (25) percent capacity.

    Stage 5: Water use restrictions. Under threat of penalty for violation, the following water use restrictions shall apply to all persons:

    A)

    The outdoor irrigation of any and all areas with city water using any type of hose-end sprinkler, automatic sprinkler system, soaker hoses, drip irrigation, or hand-held hose is prohibited at all times.

    B)

    Use of city water to wash any vehicle or mobile equipment is prohibited at all times.

    C)

    The filling, refilling or adding of city water to privately owned swimming, wading, or Jacuzzi-type pools is prohibited at all times.

    D)

    The use of city water for washing sidewalks, driveways, parking areas, streets, tennis courts, patios, or other paved areas is prohibited - except to alleviate immediate health or fire hazards.

    E)

    The washing of dwellings, office buildings, business and/or industrial equipment or machinery, and the use of city water for the operation of any ornamental water fountains or similar structures is prohibited at all times.

    F)

    Knowingly permitting the escape of city water through defective plumbing is prohibited at all times.

    G)

    The city administrator shall manage the City of Henrietta's limited water supply by requiring measures determined at that time to maintain public health and safety.

    Requirements for termination: Stage 5 of the plan may be rescinded when the water source supply (Lake Arrowhead) rises above twenty-five (25) percent capacity. Upon termination of Stage 5, Stage 4 becomes operative.
