§ 22-4. Obstructing gutters with trash.

It shall be unlawful for any person to throw, dump, or deposit in the gutter or drainway of any street, sidewalk or alley within the corporate limits of the city, any trash, weeds, grass, tin cans, or other substance in such manner as to obstruct the free flow of water through such gutter.
