§ 6-2. [Hope Cemetery rules and regulations.]
The city secretary-administrator shall prescribe such rules for Hope Cemetery as may be necessary to maintain order and safety, protect city and private property, and maintain an aesthetic and cleanliness standard.
Such rules are prominently posted or have been provided to users of specific services, violation of such rules shall be a violation of this section. Any person who violates any of the provisions of this section shall be subject to the immediate removal from Hope Cemetery.
Exceptions to such rules of the section may be permitted with prior written approval of the city secretary-administrator.
Hope Cemetery Rules and Regulations
(1)
Cemetery will be open from sunrise to sunset—Gates may be locked after hours.
(2)
Cemetery sexton will be responsible for the cleaning of cemetery grounds (trash, faded flowers, rocks, tree limbs, etc.)
(3)
Cemetery sexton will make sure all outside water is off before closing cemetery.
(4)
Watering is allowed only when person is there to watch it.
(5)
All contractors and individuals will have ALL work in the cemetery approved by the cemetery sexton before work is done. Failure to do so, the sexton will have the right to have the work removed with the property owner and contractor responsible for the cost of removal.

Cemetery sexton has the right to clean off graves whenever it is deemed unsightful.
(7)
All property owners have the right to keep maintenance of their lots as long as the lots look cleaned and maintained.
(8)
Seasonal flowers will be picked up by the cemetery sexton, sixty (60) days after the event (Christmas, Easter). All other holidays, the flowers will stay as long as they are presentable.
(9)
All picked up flowers will be stored in the barn and tagged if possible. Owners need to contact sexton.
(10)
The cemetery sexton has the right to move flowers if the flowers pose a problem with maintenance.
(11)
Cemetery sexton will fill in all sunken graves. Let sexton know of problem as soon as possible.
(12)
Property owners with a complaint should first contact sexton and the sexton will try to accommodate the owner. If not, the property owner should request a meeting with the city administrator.
(13)
Sexton is on call twenty-four (24) hours a day.
(14)
Concrete boxes shall be required on all burials, excluding cremains.
(15)
Curbing of the lots have to follow the procedures given by the cemetery sexton to ensure the proper location of the property. The work will not be allowed without the cemetery sexton marking and approving the work.

A concrete slab must be placed under all markers and monuments.
(17)
Funeral homes that hire contractor to dig graves will be liable for all damages.
(18)
Contractor must check with cemetery sexton upon entering cemetery.
(19)
Contractor should allow enough time before the service for digging the grave properly and deep enough (allow time for removal of rock). Graves should be dug twenty-four (24) hours in advance if possible.

Contractors must put down boards on all cemetery property to protect the adjoining lots and lots being worked on.
(21)
At all times put down boards when crossing curbs.
(22)
Cover must be a minimum of twenty-four (24) inches over wooden boxes and eighteen (18) inches over concrete or steel vault.
(23)
Contractor must fill in all ruts made by his equipment before leaving job site.
(24)
Use wide streets only when towing trailers or heavy equipment in cemetery.
(25)
Park equipment and trailers as far away from grave site as possible during service.
(26)
Sand down all oil leaks and oil spills.
(27)
No benches, birdbaths, ornamental iron, or glass is allowed.
(28)
No planting of trees or shrubs will be allowed without the cemetery sexton's approval. Digging in the cemetery is prohibited without prior approval of the sexton.
(29)
Contractors must clear finished work with cemetery sexton before leaving cemetery.
The city administrator may make temporary additional rules as may be needed, from time to time, to meet emergencies which are not covered by these rules. Special cases may arise in which the liberal enforcement of a rule may impose unnecessary hardship. The city administrator may make exceptions, suspensions, or modifications of any of these rules when such action appears necessary, and such temporary exception, suspension or modification shall in no way be construed as affecting the general application of such rules.
